Please explain within more detail what you mean by "scrawny skin". When I did Histology, we were skilled that "thick skin" be found on the palms of the hands and soles of the foot, while "thin skin" be found on the rest of the outside of the body. (Then, there be a few other areas of sqamous epithelium, generally call "mucous membranes", that lined mixed orifices.)
You seem to be referring to some pathological condition, I regard. Are you thinking of the various congenital defect that result in thoroughly fragile skin, in so - call "cotton wool babies"?
