Colloidal silver probably does not contain lead. It is supposed to be a suspension of silver ions surrounded by water. However, as the different formulae out there are largely unregulated, and the amount of silver vary widely from what is stated on the label, it's unyielding to know what else might be in any given brand.
Moreover, colloidal silver is not the miracle cure-all it is touted as, nor is it safe. It can cause argyria, a condition surrounded by which silver salts deposit surrounded by the skin, eyes, and internal organs, and the skin turns ashen-gray. The FDA has not permitted over-the-counter sales of colloidal silver, and it cannot be advertise as providing health benefits.
If it is sold as a supplement, lacking claims of health benefits, it is legalized. However, silver is not an essential mineral. The links below have some more information.
