Does milky/pale green colored mucus a sinus infection?

You want to examine out for yellow. Yellow is unpromising. Green is usually OK unless it is unusually thick or have blood in it. Clear is best. Good luck.
Generally yes. However it is not 100% nor does it preclude a viral infection. Clinical correlation beside symptoms, presentation, natural history, and sooner a nasal swab culture are needed for a definitive diagnosis of "sinus infection".
Also you can do an x-ray of the sinuses to see if they're inflammed.
