Does legitimate herbal smoke work and smell similar to the crooked herb?

There are legal herbal cigarettes that smell exactly close to marijuana they are called "cannibis free". I have someone come into a pool hall hobby room I owned with one lit, I be looking for who was smoking herb..it have a really convincing smell but the person said they did zilch as far as giving them a high thought. they are much more expensive than regular cigarettes thogh.around 5-6 dollars a pack.
